Video captured people gathering on top of roofs in the northern Japanese coastal community of Mukawa after a tsunami alert was issued for the country. An 8.8-magnitude earthquake struck Russia's coast early morning, local time, but some of Japan's tsunami warnings have been downgraded to advisories since then.
