The legislation is part of a package that House Republicans are pushing to impose more federal control over the District in line with President Trump's demands.
The plan would likely give Republicans one more U.S. House seat. It heads to the state Senate, where it is expected to pass this month and win the signature of Gov. Mike Kehoe (R).
