In the aftermath of two large earthquakes in Venezuela, a society that has had years of practice depending on neighbors instead of the state has jumped into action.
Residents say that years of mismanagement by the authoritarian socialist government — exacerbated by U.S. sanctions — have left the government ill-equipped to respond to the earthquakes.
The authorities said a 45-year-old man opened fire at a youth facility after a quarrel about the custody of his baby daughter. The dead were all facility employees.
